Another excellent question! There are different tax rates at the state AND local level in the US. Because of this, an employer in Arizona (for example) could pay very different payroll taxes than an employer in Ohio (one of the 12 US states that charges local income tax). It's definitely important that employers check their state's tax and insurance rates.

Have you compared with other countries? In Sweden it has been that it cost an employer at least SEK 3 for every krona SEK the employee gets in his / her salary.
