The best way to prevent high-resolution pictures (like those added directly from a camera to the website that cause pages to take forever to load) from being inserted is to process them in an image editing program like Photoshop prior to uploading them. By doing this you can set their resolution to 72dpi, make sure .jpg's use RGB (and not CMYK), crop/resize them etc. so they can be properly displayed on the Web.
