I agree with Heather, this is an interesting strategy and even though I personally think it's overkill, Danny makes a great point that as long as it works - who am I do judge.

I don't see anything wrong with utilizing programs like HootSuite and the like, as long as one takes the time to craft their tweets and shares. I think the key is to use the tool as a helper, not a substitute. Interesting submission, thanks!
