I have to admit on occasions I have selected 'no comments' on my blog before. The relentless spamming comments do make it very difficult to pick out the one or two genuine replies.

I wonder if they closed off comments because it became too much trouble to delete the spammers?- or too much work to answer?
i.e. "If it's too hot in the kitchen, don't be a cook!"

I'm not sure of their reasoning.
From memory there weren't many comments there so I would say that they have switched this function off quite early on. With the spamming issue, there are some great plugins you can use to stop spam. It doesn't take me that long to sift through and see which comments are genuine.
I think many bloggers only wish they would get to a point where it is taking them a while to thank or reply to the comments on their posts. Because this would mean that they have a popular blog.
I guess it depends on their strategy and how they are using their blogs in their overall marketing and relationship building endeavors.
