I take a trip with my wife at least once a week to our neighborhood's used bookstore. I scan book jackets en-masse for a good plot and story-line, but no matter how great it might seem, if it doesn't have a dynamic, catchy cover, I usually set it back down. I'm looking for some artwork, a sketch, or a great photo to get me excited.
That being said, a book with a great cover must also have great subtsnace. The two are inextricably linked as far as I'm concerned.
