Measuring medical outcomes is complicated, sensitive, fraught with pitfalls and difficult to communicate. It is something only the government can do, but unfortunately it isn’t the kind of thing the government does well. The biggest challenge in determining the quality of medical care is the actual measuring of it. It's a huge challenge.
