I think the most common reason is that the small business website is set up by third parties.
This is a cons of outsource the website creation.
If the small business owner creates a blog by himself, he would be able to keep it updated.
I remember when I started blogging, the difficulties to learn c-Panel of web hosting and how to use Wordpress.
But I'm happy that I've chosen the hard way.
Now my knowledge has increased, I can create new blogs by myself and keep updated any of my sites.
As per your last question, I think there could be different reasons why you would want to keep your online presence upated. The first that comes to my mind is to get new customers or exand your business, thanks to keeping your website updated.
