As a Windows 7 IE user, usually all I see is the little vertical band of "postage stamps" blocking the text. Even if I adjust the magnification back to 100%, it's still usually blocked, not that I can read type that small (I need 200%). From my point of view, it's less annoying than a pop-up, but it renders the post nearly impossible to read. I'm sure this is not the intention of the blogger.
