Most of the out-dated sites I see are from people/businesses that obviously didn't really want to be online in the 1st place. Someone higher-up told them too, so they half-heartedly did - and they've never updated anything. Examples are the low-budget/indy local TV hosts, people in hand-made niches that literally spend all day making their stuff (used to selling from postage-stamp sized ads in the back of related magazines), etc.

You're so right... it's pretty easy to tell when a website is not loved and cared for :) Simply having a website is not good enough anymore. It needs to be well designed, maintained and updated to be an effective marketing tool.
