The cart before the horse issue you bring up probably describes the approach of 90%+ of companies in their approach to the web.

Yep, I've seen it time and time again.

A lot of it is the fact that most business folks do not have the time to figure out the web and so they read what's hot and then try it out.

This can work, but the hit rate on success is much higher if you do it the other way around.
