Interesting post and perhaps good advice depending upon the size of your organization. I don't think many smaller businesses can afford to hire a human resources director first. At many small businesses and SMB's the human resources director is you, the owner.

A great tip anyway, Geoff. I think for small to medium sized businesses of greater than maybe 40 employees, as you say, this may be a worthwhile strategy.
