I agree with you HeatherStone, if designing is been started from scratch. It is really difficult for designer to work on it, but yes some designers can do it without content.

Content really is so important in the final analysis. This is not to suggest having a well-designed Website is unimportant. But everything starts with content because that's where ideas for the best design start.
