Many taxpayers are do refunds that they never claim because they didn't file a tax return. If you didn't file in 2009, you have until 4/15/2013 to file. Time is running out.

Or it might just be a sting effort. That's how they do it. They lure people in with the promise of a refund, and then boom. Another law enforcement agency swoops in and grabs people with outstanding indictments, unpaid child support judgments and so on.
