Outsourcing is a way of allowing a business to develop by enabling it to focus on its core activities. But outsourcing should only be done if the function being outsourced is already working well and it's costs and quality can be measured. Without measurement and an understanding of the function should be working and where savings are possible, it is impossible to judge whether an outsource option will be successful.
