I agree with Heather. Social media can be great for your marketing only if you know how to target your audience and find a way to attract them. But after all social media marketing is low-cost strategy and everyone can afford it.

Social media is a powerful tool but it is not a silver bullet. A good marketing plan should start with an effort to identify your target audience and then an effort to figure out how to reach them. Though certainly this effort may and probably will involve social media, use of these tools should never be seen as a simple substitute for a comprehensive marketing plan that addresses all of the challenges of getting your message across.

Heather: In this day and age, I think that social media should be an integrated part of your marketing plan. At least, you should have looking into the possibilities of having social media activities. The first you should ask yourself when you start your business is why you are in business. If you do a social media P.O.S.T plan according to the ideas described in the book, Groundswell, the target audience is covered under the letter, "P" (people on the internet and so on...).
