In Ohio, people can be paid to pretend to be victims when hospitals practice a Code Yellow (external disaster, like a tornado, or a bus crash - lots of incoming casualties). Years ago they also had people in street clothes walk into various departments (w/o name tags, which were obligatory even for visitors), and say they were there to pick up a computer or printer. It was a test to see if the staff would check for name tags, and follow-up before letting a stranger walk off with hardware. Many failed.
