Uttoran: Is it free to use the Twitter lead generation cards? You have to sign up for Twitter Ads, but do you have to book an ad campaign at the same time?

I got this exact same query by a few other people, seems like you have to create an ad to get the twitter lead generation card because I don't find it in the free tweets ...
