Purchasing links is definitely not a good link building strategy and, given Google's actions of late, I'd even want to do reciprocal linking carefully. This is not to suggest that you are not linking to people with at least some reason to hope they will link back. But too much reciprocal linking to the point where it appears that every link out to a site is matched with a link back to you may also raise ire with the search engines.
