Matt Cutts in my opinion is a little self-promotional, talks a lot of stuff that's not necessarily true. I wonder if his job description is to confuse SEOs or whether he's just lost his marbles.

Either way he says a lot of stuff that isn't true. Like social signals not affecting SERP rankings. There's plenty of case studies to show it does.
