Small business simply hasn't caught on to blogs. I checked - and none out of 70 of my small business clients had one (and I'm not a blog service peddler by the way!). And I think awareness of the benefits is being hampered by jargon and lack of guidance on blogs themselves. It's a closed shop for the unaware - even when they accidentally arrive on a blog. Better standardised guidance will help small businesses benefit as blog readers and participants. And ultimately help them engage even more by establishing their own blog.
