Lack of Civility: Why Are People Misbehaving?

I think there are times when less civil behavior becomes inevitable during periods of political unrest on intense issues such as civil rights. Protests against Iran's controversial elections spring to mind here though this lack of civility was largely on the part of the government. What is so disturbing about the issues raised above is their pettiness. Lack of civility over an awards ceremony or during a speech by the President of the Unites States when clear avenues for debate are already open.
