According to Shopify’s 2025 Global Holiday Retail Report, consumers are gearing up to spend more this season but are also tightening their wallets. Shoppers plan to increase their Black Friday Cyber Monday budgets to an average of $192, up from $155 last year. However, as 51% of them are setting strict spending caps, small businesses must navigate a landscape where value and authenticity reign supreme.

Embracing this consumer shift could yield benefits for small businesses. The report highlights several key trends that merchants can leverage to enhance their holiday strategies effectively.

Amidst budget constraints, value-driven promotions have never been more crucial. Brands like Blume, which specializes in gut health products, have noticed success by offering bundles and starter kits that both attract attention and fulfill a perceived need for savings. “Even in 2024, bundle deals dominated the brand’s Black Friday Cyber Monday strategy,” says a representative from Blume. By appealing to value-conscious shoppers, small businesses can attract buyers explicitly looking to make the most of their limited budgets.

To capitalize on shifting consumer behaviors, discounts and special offers will be significant drivers of sales. For instance, MeUndies kicked off its holiday promotions early this year, with bestsellers discounted by up to 50%. Small businesses should consider similar strategies, offering early bird deals or exclusive holiday bundles to entice early shoppers and boost revenues significantly.

The increasing use of AI tools presents another opportunity. With 64% of consumers intending to utilize AI for shopping inspiration, and that number rising to 84% among younger shoppers, businesses should invest in AI-powered solutions to personalize shopping experiences. Nearly nine in ten merchants globally are currently making this investment, indicating a strong trend that cannot be overlooked.

One small business ahead of the game is the children’s apparel company Brave Little Ones, which is leveraging an AI-powered theme for promotional efforts. By customizing experiences through AI, brands can more deeply engage with their target demographics, making every interaction more personal and relevant.

Furthermore, hybrid shopping experiences are gaining traction. While a significant number of consumers still prefer shopping in-store, the carryover from online browsing cannot be ignored. The report notes that 43% of shoppers are likely to discover and purchase products in-store this season, creating a unique opportunity for small businesses to unify their online and offline presences. Companies like Glossier exemplify this approach by offering options like buy online, pick up in-store, effectively bridging the gap between digital and physical shopping.

Trust and authenticity will also play a critical role in securing consumer loyalty. Nearly half of all shoppers abandoned a purchase last year due to friction during the checkout process. Small business owners must ensure that their online experiences are smooth and efficient. Coupling that ease with values-driven messaging may significantly enhance consumer affinity; over 20% of shoppers indicated they prefer supporting businesses that reflect their personal values.

Brands such as Little Sleepies illustrate this point, offering free shipping on orders over $25 while intertwining core values into their messaging. Fostering loyalty could lead to repeat customers who appreciate a brand’s consistent values and high service standards.
