We had some local major building contractors who were known not to pay their sub-contractors for work when it was done (going against the legally binding contract). They were really "cute" - they held the reigns on all the big projects, and would pay for the last job only if you did a second job - always behind one lump-sum payment. Everyone knew, and everyone hated them. Lots of smart tradesmen went into home improvement to skirt the issue, and did very well.
